Vision:
To
have a vibrant City that the citizenry and visitors can be proud of,
and one that reflects in character the cultural make-up of the people's
heritage. A City that is well laid out, with attractive shopping and
commercial areas that are clean, safe, secure and people friendly, a
City that provides a level of physical and social infrastructure with
facilities that reflect its role as a modern City. A City with green
areas that are well manicured and rich with flora that punctuates the
urban landscape.
Mission:
- To
guide the implementation of a programme for the renewal and
modernization of the City of St. John's bearing in mind its cultural
and architectural history.
- To consolidate commercial and administrative uses in St. John 's in a clearly defined Central Business District (CBD).
- To
facilitate opportunities for economic activity and employment which
reflect the skills of the population and economic priorities of the
Government.
- To optimize the use of prime waterfront lands around the harbour.
- To
maintain the residential character of St. John's in clearly defined
neighborhoods surrounding the CBD, and provide land for a variety of
housing types, to meet the varied needs of the resident population.
Problems and Issues:
- Unclean City due to littering.
- Store owners not properly securing their garbage
- The problems of uncollected garbage
- Inadequate
disposal of sewage due to geological characteristics, improperly
functioning septic tanks, pit latrines and high water table, etc. This
causes septic tanks to overflow, create a foul odor, and poses a threat
to public health.
- Night soil collection is still used in certain parts of the City.
- Abandoned land and overgrown bush.
- Abandoned houses which are derelict and unsightly
- The problem of vagrancy.
- Stray animals in the City, particularly dogs.
- High incidence of rodents.
- Loss
of Cultural Heritage in the City as buildings of historic and
architectural interest have fallen into disrepair and others are
destroyed and replaced by modern construction.
- Inadequate provision of open space especially in the Central Business District.
- Acute congestion on City streets, especially around Heritage Quay on cruise ship days.
- Inadequate off-street parking provided by businesses both private and public.
- Disorganized on-street parking reduces the capacity of City streets and impedes free movement of vehicles.
- The need to provide facilities and opportunities for Street Vendors.
