Goals:
- Eliminate the unbearable stench that permeates the City by constructing a Sewage System.
- Work towards elimination of the Night soil by implementation of septic systems and Ventilated Improved Pit Latrines as appropriate.
- Improve the garbage collection schedule and machinery. Garbage should be collected twice daily in the Central Business District and at least twice per week in the other areas of the City.
- Provide covered bins at regular locations around the City.
- Ensure store owners properly secure their garbage.
- Activate Litter Wardens in the City and enforce fines for littering.
- Ensure that the City's infrastructure (roads, drains, gutters, traffic lights, etc.) is upgraded and maintained to the highest possible standard.
- Daily sweeping of streets in the Central Business District and at least once per week in the other areas of the City. Flushing of gutters and drains daily.
- Work with CBH to clear abandoned land and houses and overgrown bush; cost will be charged to the owners of the land.
- Work with CBH to institute a comprehensive plan to drastically reduce the rodent population. Deal with the problem of vagrancy in conjunction with the Ministry of Social Transformation.
- Work with the Humane Society to reduce the dog and other stray animal population in the City.
- Tackle the problem of traffic congestion by constructing multi-level parking facilities.
- Introduce Parking meters in the Business District, on designated streets, for short-term parking.
- Regulate Vending in such a way, that this traditional small business activity is allowed to develop professionally and prosper.
- Build Vendors kiosks and public restrooms at designated areas around the City.
- Restore the traditional architectural character of the City.
- Work continuously on the preservation of all historical and cultural sites, e.g. painting, facelifts etc.
- Provide incentives to property owners to maintain the aesthetics of their buildings and properties.
- Develop our cultural facilities by building a Performing Arts Center.
- Design and introduce recreational and open spaces in the City.
- Install Visitor Information Centres and employ City Tour Guides to facilitate tourists and other visitors as they explore the City.
- Ensure that the City is well illuminated and supported by an around the clock Police presence.
- Ensure the Transport Board maintains proper road signage and street markings throughout the City.
- Work with the Botanical Gardens Board to renew the Botanical Gardens.
- Implement the Tanner Street Development Project which will create a link between the downtown waterfront and Independence Avenue .
Particular Issues
Sewage Disposal
Most of the homes and commercial buildings in St. John's use septic tanks or pit latrines to dispose of sewage. The latter group is cause for concern since its methods of sewage disposal is largely unsanitary and a threat to public health. The City's clay soils with its low percolation rates and poorly constructed septic tanks, contribute to the overflow of untreated sewage into the streets. Given the dominant soil type and low percolation rates in St. John's, businesses and institutions with more than 150 employees, hospitals and clinics with more than 15 or more beds, hotels and guest houses with 20 or more rooms among others, should be required to use treatment plants for sewage disposal. The government of Antigua and Barbuda should source the necessary funds to develop a centralized sewage system to serve the City. In the absence of the necessary funding, septic systems should be used as the primary means of sewage treatment and disposal on all sites larger than 2000 ft. On existing lands which are developed individually and are below 2000 ft. sewage disposal should be by means of Ventilated Improved Pit Latrines constructed in accordance with the design standards of the Antigua and Barbuda Building Code.
